Question / Help Blur? & 3D rotation?

Is there a way to basically have a blur filter added to a source? There is a sharpen filter... possible to do something about blurring something out?

Also is the by chance a way to rotate a source in a "3D" sense? Like tilting a webcam backwards or towards the screen?

I don't see an option for a blur filter either, but I do know that if you wanted 3D rotation bad enough, enough to switch and pay for Xsplit, Xsplit has 3D rotation. It's one of the only feature it has that is superior to OBS now. Chroma keying used to be among that list of features, but OBS Multiplatform now beats or meets that features.

I actually have premium xsplit... LOL! Surprising enough, even though they partner with avermedia, my capture card works like shit on their program. I love the transitions and such, but hoping OBS gets some nice features like those soon.
