Blocked video by YouTube

Hello all,
First of all, I know copyright restrictions and my question is rather technical than legal.
So YT blocks a video if it detects copyright infringement; one way to avoid this when you want to react to someone else record is to let play the source as a link and record your reaction "above" it.
So far so good. And here comes the issue:
Upon posting the final result, YT blocks it (this can be checked beforehand with YT Studio and copyright function);
now the only reason for this is that there is a copy of the original with the final result made maybe in the background by OBS to allow better streaming quality since as far as you use the link to the source there are no problems.
Here comes my questions:
1) does OBS do this? i.e. make a downloaded copy for better streaming or viewing?
2) is it possible to control it with parameters?
This is for a friend of mine since I don't use OBS and to avoid wasting time by downloading it and do some testing I preferred to ask the community!

OBS isn't detecting or blocking anything. It just sends to the streaming service what you see in the OBS preview screen. It's totally the streaming service's responsibility or authority to decide to block something or not.

I'm not saying that OBS is the blocking actor but YouTube that blocks when it detects a copyright infringement.
This happens if to play or stream a video you have a source copied from the original with copyrights.
But if you instead play the source through a link directly from the original site, then you will not be blocked by YT.
Therefore my question, again, is: does OBS makes a local copy before streaming the final video result?
