You're going to need to disable acceleration in chrome if that's what you're trying to capture.

Google changed something in chrome's rendering code that makes it not window capturable without disabling acceleration.

Sure.
  1. Open Chrome.
  2. Click the Chrome Menu Button.
  3. Click "Settings".
  4. In the Settings tab (chrome://settings/), scroll all the way down and click "Show advanced settings...".
  5. Scroll all the way down again and find the option "Use hardware acceleration when available" under the "System" heading.
  6. Uncheck "Use hardware acceleration when available".
  7. Restart Chrome to apply the new setting.
That should do it, as long as the window you were trying to capture was Chrome.

So this was definitely a change on Google's end? Is it something that can be worked around so that we can enable hardware acceleration and window capture with OBS Studio?
