Something extremely bizarre is going on. Let me do some digging on my side and see what I can find.

EDIT: Just on a whim, can you reinstall OBS to the default C:\Program Files (x86) location, and try that? Just to test? It won't hurt any of your settings.

What is the game that you're trying to capture? Is it ARK?

LOL yea, its Ark. ive recorded TONS of ark videos
without issues, so like... idk x.x

None at all at this time. I don't have ARK, so I can't test myself. I'll keep searching and if I find anything I'll let you know.

In the meantime, make sure your GPU drivers are fully up to date.

You can try window/display capture as workarounds in the meantime, one of those should work fine.
