Black Screen Only on Window Cap or Game Cap

Display cap works fine, but the other two only give me a blank/black screen. I have done everything that is in all the videos and articles out there.
Launch as admin
GPU Hi performance mode
etc.

I'm losing my mind because I know it's probably something REALLY stupid, but I just can't find it. Any help is appreciated.

Update after more TS. A chrome window works. But Teams doesn't and Pandora doesn't. Does anyone know why teams wouldn't work?
