Black bars when projecting to second pc using elgato/ obs

So I have seen plenty of articles, videos, and threads on how to fix the black bars when streaming but I have all of these settings (that I can see) set correctly. My resolution for the displays on my computer, obs canvas and displays are all set to 1920x1080. For some reason it still projects with black bars at the top and bottom and it did not use to do this but one day it just started. Does anyone have any info on how to fix this?

to clarify, i use OBS on my gaming computer, then stream through elgato using the "project" function to OBS on my streaming PC.
