Bitrates stuck at 900~1200kbps after 27.2.1

After latest update my bitrate hovers around at 900-1300kbps (it's set to 13000).

IPS and PC are not the issue. I am on 100/100 fiber optic and speedtest still showing 100/100 consistently. I've been streaming for months without any issue, this is the first time I encounter this.

I attached a log file, appreciate any input.
