Question / Help Bitrate tanks and frame drops

Hey guys. I've been trying to stream on twitch and my bitrate has been very tempermental. I have 150 down 10 up using a wired connection and have no problems when running speed tests in my browser. I also run frequent tests with TwitchTest and sometimes I get 10000+ kbps with 100 quality and then other times roughly 2000 kbps with 0 quality. I have had a technician come out already and switch out my router as well as had multiple phone calls with my ISP all of which I was told that there is nothing wrong and it is Twitch's fault. If it helps at all I am using Streamlabs OBS (also had same issues with OBS Studio) x264 encoder, 1280x720 output res with 30 fps, CBR rate control, 3000 bitrate, 2 second keyframe interval, veryfast CPU preset,main profile,. If there is any more information for me to provide let me know. I have tried everything I could possibly find on here as well as other forums and just can't seem to figure it out. If anyone could help me I would forever be in your debt. I also added a log file where I was having these issues. Thank you!
