Question / Help Bitrate swinging wildly - just my ISP?

TL;DR - I think my problem is my upload speeds and I'm still in the process of chewing out comcast for not getting the speed I'm paying for. I can limp by if I run the auto config before streaming. Problem has been that sometimes the bitrate will swing from 1900 down the 300 and back up again.

I'm using an iMac, OS 10.14, built in camera. I've been streaming for 2 months and this is the first time I've encountered this. I'm inclined to blame my ISP but I want to know if there are other things I should be looking at.

More info - I had 90% frame rate drops today so I went through the forum looking for options. I've tried everything I can including reboots, hard wire to the modem, and other streaming sites besides twitch. I also tried another streaming software program and had the same problem. My ISP seems a likely culprit. I'm paying for 5, and speedtest varies all over from 1.6 up to 4.6, usually around 3.9. After working with remote tech support for an hour I got my upload rate up to 6mbps. Shortly after leaving tech support it's dropping back down to around 4, and OBS auto config doesn't want to go above about 2000Kbps. The auto config setting at least allows me to work, I'm streaming live music so the audio feed is more important than the video for me, but I'd be happy to get some opinions on whether just chewing out comcast is my best option.
