Bitrate stuck between 30-300kbps

Hi everyone! I don't know what to do, although I'm fairly certain what is the problem. I believe obs is trying to use my integrated graphics card over my dedicated one. I tried a few troubleshooting, and I've been browsing the wiki for answers but to no avail. It would mean the world to me if some of you could help me put.

Couple of things
1. posting log like that is NOT desired. in the future, please follow directions from pinned post in this forum [/URL]
that is - a log as attachment
log above is incomplete with no recording/streaming session (a few minutes at least, please)

2. the NVENC in the log towards the end indicates trying to use nVidia GPU
3. 1st step in troubleshooting is to make sure you don't have a network bottleneck, so do NOT use WiFi. Seriously, unless you have access to a wireless network engineer (or similar level of troubleshooting knowledge/expertise), there are so many ways WiFi could be the problem, or elsewhere upstream in your network. So test using a wired Ethernet connection.
