Question / Help Bitrate Spikes?

When I stream I set my bitrate at 2200 but when I play I'll see it jump to 2600 a lot. Would that be my internet or the game demanding more for the stream?

Are you using NVENC, VCE or Quicksync?

I figured I have cox and it sucks. Would a QOS setting in my router cause that as well?
