Question / Help Bitrate randomly dropped to ~500 kbps, and won't go back up

I have no idea what's going on. My bitrate randomly dropped to ~500 kbps in the middle of a stream, and even after closing OBS, restarting the stream, changing servers, etc., nothing helped.

I stream at 2000 kbps normally, and my connection is perfectly fine (This speedtest was done while the stream was dropped to 500 kbps):

The audio starts stuttering, and then just cuts out completely.

the executable, not the site. They do NOT function the same by any stretch of the imagination.

The MediaFoundation encoders (NVENC, QSV, VCE) do NOT support CBR.
You can't use them for streaming.
