Bitrate not stable when streaming on youtube.

Hi,
Most probably I have done something wrong but I still need to ask it.
I stream my game both on youtube and twitch (not at the same time).
My upload speed is 20 mbps. In output settings I have fixed my bitrate to 5000 Kbps for both platforms and I also use nvenc H264 video encoder.
I have noticed that when streaming on youtube my bitrate is not stable as in it goes up 8000s and drops to 3000s, while on twitch even if it drops to 4000-4500s it never goes beyond 5000.
Is there a solution or setting to fix the setting for youtube?

1. Run OBS as Admin
2. Your log contains no streaming session. Results of this log analysis are limited. Please post a link to a clean log file.
To make a clean log file, please follow these steps:

1) Restart OBS as Admin.
2) Start your stream for at least 30 seconds. Make sure you replicate any issues as best you can, which means having any games/apps open and captured, etc.
3) Stop your stream.
4) Select Help > Log Files > Upload Current Log File. Send that link via this troubleshooting tool or whichever support chat you are using.
 
Hi again with an update.
Yesterday I was contacted by my ISP. They were doing some sort of improvement to the infrastructure. They told me there might be some connection problems.
So, I think my problem was from the ISP.
