Bitrate not going Higher then 2000 kbps

Hello my Self Aaron and i am facing issues related to obs studio bitrate to twitch .
my stream is not getting bitrate above 2000 but i have set it for 6000 please any one can help me out then plss do help because on YouTube i am able to give 6000 and its taking 6000 . I am not able to stream because my stream is buffering.

Please restart OBS and perform a test stream/recording for more than 30 seconds doing as you normally do, including playing games, full camera or whatever you normally do.
Now look inside Help menu. Upload the current log file and paste the url to the log in here. Click on the Analize button to start troubleshooting common issues.

Anything bellow 90 quality is bad.
Speedtest don't meassure the rtmp protocol.

You can see in the image a RED dot and 66% of dropped frames. Something is really bad in the configuration and/or the connection.
