Question / Help Bitrate Locked at 500-700kbs

As the title suggest my OBS will not go to the 6000kbs I have set, instead it jumps between 500-700, I tried uninstalling it, I tried changing the bitrate settings and nothing works. I know its OBS because i tested gameshow and gameshow works properly.
