Bitrate keeps dropping unless I'm on VPN...

Okay so what's going on here, I'm lost...

My upload speed is 60 Mbps, I've set my stream to 22500 kpbs. Every time I start a stream my bitrate keeps dropping from 22500 to 6000 kpbs even, which leads to frames dropped on stream etc... in game eveyrthing is normal. I've tried every fix I found online unitl I saw a reddit post to try and connect to a VPN, which I did and boom, no problems whatsoever. My ISP provider was here before that, changed my modem, did all the measurements, everything is as good as it should be from their end. So what really is the problem here?

You mention that your bitrate is dropping which would indicate dynamic bitrate but then your log shows dropped frames.
1. Enable Dynamic Bitrate in the Advanced Network Settings and monitor your log while streaming. Not sure if NVENC HEVC supports it so you may need to use NVENC H264 (or whatever it's called) encoder.
AND/OR
2. Setup a free restream.io account, connect it your YouTube account and then connect OBS to restream.io

If there's no issue with restream.io using the same settings, then more than likely issue between your ISP and YouTube.

Hi, thanks for your suggestions.

1. I enabled that, and although dropped frames go to basically 0% with this option, but quality goes down a lot and bitrate still keeps dropping to 6000 - 8000 kbps, even tho CBR is set and as said, with VPN there's no problem with bitrate and dropped frames

2. Did the restream thing, same thing happening there
