Bitrate Issues

I recently upgraded to Windows 11. Im not sure if it is an issue with the upgrade or some settings that have been changed or if it has nothing to do with the WIndows upgrade at all but suddenly when I stream my bitrate is in the toilet. If I use the auto config wizard it suggests I stream at 214 or lower which does not seem correct. I've tried changing some settings and calling my ISP but I have been unable to find a resolution to my issue. I was hoping someone could help. I've included a log of my most recent session

Make sure all your drivers (motherboard) are updated.
Verify the network cable is fine. Same with the router/modem. It could be an issue on the ISP network itself.

I did start with the analyzer before posting. No critical issues or warnings were discovered. Is there a good way to verify the cable and/or router and if they need to be replaced? I called my ISP and they said things look fine on their end but they didn't seem very well-versed in streaming issues and pointed to the app settings as the likely issue. After making sure my motherboard drivers were updated the issue still persisted although it suggested a slightly higher bitrate in the config wizard up from 214 to 464

This has continued to be an issue after buying a new Modem and Ethernet Cable then uninstalling Windows 11 and going back to Windows 10. I'm really at a loss and just feel like I can no longer stream
