Question / Help Bitrate issue

Hi. I always used OBS Studio since I started streaming 4 months ago and never had issues. In the last week by the way I started having a problem: I usually stream on Twitch at 720p 30fps with a 3k constant bitrate, but my viewers started complaining about a quality drop. I checked and every time this happens I find out that OBS is streaming at less than 1k bitrate and I don't know why/how it changed bitrate on his own. To fix this issue, I have to get into preferences, change the bitrate (that is untouched at 3k even when it's streaming at 1k or lower) and put back my 3k bitrate to let OBS stream at his "normal" bitrate. Can anyone explain me why this happens and how I could fix this? Thanks.

Since it wasn't the last log (reopened OBS to check a thing on one of my scenes) I uploaded the log from today's stream (yep, I streamed for more than 13 hours) on PasteBin:

I'm guessing the issue here is related to VCE. In OBS Studio it doesn't have proper support for streaming at a constant bitrate (or much support at all outside of its current Media Foundation implementation) due to licensing issues with AMD. If working VCE support is something you require for streaming you may want to consider sticking with jackun's fork of OBS Classic for now - http://obsproject.com/forum/threads/obs-branch-with-amd-vce-support.13996/
