Bitrate in OBS is low, pls help

Hi, I am not sure if this is an OBS setting or what
I found I am getting dropped frames(network)
My bitrate in OBS to twitch is sitting around 2800-3000. It is normally 6-7000.
My bitrate to my twitch server is around 7600. (Using r1ch bandwith test)
My internet upload is 9-10Mbps minimum (using speedtest.net and my isp bandwidth tester)
To try and reduce Dropped frames I have set my twitch to 720p at 30FPS.

Can anyone suggest something to fix. I dont understand why OBS bitrate is so so low when the connection should be able to sustain a much higher rate.
I am totally unable to stream. I normally stream at 1080p 30fps with no issues.

Please do a bandwidth test, make a screenshoot of the result and post it here.
In OBS use the Auto-configuration Wizard and apply the recommended setting. Restart OBS and perform a test stream/recording for more than 30 seconds doing as you normally do, including playing games, full camera or whatever you normally do. Now look inside Help menu. Upload the current log file and paste the url to the log in here. Click on the Analize button to start troubleshooting common issues.
