Question / Help Bitrate high enough for decent quality, but output recordings are still fuzzy

Im trying to record minecraft with obs. I have a high enough bitrate, but the recordings that come out are still blurry and fuzzy. I use an amd graphics card, and set the encoder to and AVC encoder h264
I'm not sure how to fix it, and now think it might be a problem with my graphics card

I feel stupid asking this, but what is a quality based rate control? and how do i enable it?

In simple output mode, change the recording quality to indistinguishable.

And don't save directly to mp4.
