I'm no expert, but I have heard that NVENC is not as good of an encoder as x264. You will need a higher bitrate with NVENC to get the same quality as a lower bitrate x264 encode.
Yep it is, best to keep it around 3200 as it can burst even on CBR and go over the 3500. Other services like Hitbox and Youtube Gaming though don't seem to have a cap or not that i've come across, so depends who your streaming to.
Twitch will be capping your bandwidth to them if you have been using 5k+ bitrate. The max they will accept is 3500, after a period of sending above this they will then throttle you hence you are potentially seeing lower resolutions.
Yep, if you become a twitch partner then they allow a higher bitrate. YT or Hitbox though dont seem to have this cap. Try 3200 bitrate instead of 5500, see how it goes.
