I have been having this issue for months now , Every time i try to stream it would bounce between 0kbs to over 3000kbs and my rate has been set to 1000 , 1500 , 900 , 2000 . I contacted my ISP there is no issue there or on my network but it seems OBS is just ignoring my settings entirely. Here is a log file.

Your log shows a recording attempt, but since your problem is with streaming, we need to see a streaming attempt in a log.

You have a custom buffer size set. Disable that.

You're streaming on a wireless connection. That means that basically any signal or electrical interference can affect your connection.

You're also streaming 1080p@30f with 1200-1500 Kbps. I can't imagine that looks very good.

It's definately odd that it fluctuates so much so radicly above and below the limit , is there a way to default all the OBS settings?

Easiest way is probably to make a new Profile. OBS Studio Menu > Profile > New
