bitrate drop

For 2 months my live has been fluctuating the bit rate, I have 100 downloads and 50 uploads, now I've updated the internet and it's getting 80 uploads, they've already changed the router, I've tried to uninstall OBS, I've tried to use streamlabs, do live on multiple platforms and the same error persists, does anyone know the problem?

I used google translator, there may be some typos

1. Your gigabit-capable network card is only connecting at 100mbps. This may indicate a bad network cable or outdated router / switch which could be impacting network performance. If this is caused by 100mbps switch, that should be fine, just make sure it's not a bad cable.
2. Enable Game Mode via the Windows 10 "Settings" app, under Gaming > Game Mode.
3. OBS Settings > Advanced > Network and check the box next to the option that says "Dynamically change bitrate to manage congestion".

The upload was already 80 for the internet to be stable, I activated the game mode and checked the option, it's still falling.

See 2 and 3 in my original post.
Renable browser hardware acceleration while you're in the Advanced Settings too.
