Bitrate dives to 0kb/s for only 2-3s, then returns to normal

Hi there. Having a strange issue where every few minutes my stream will dive to 0kb/s only momentarily, and then return to normal without even dropping my internet connection. Multiplayer games still function, and I don't lose my connection to chat or any services. It's JUST long enough of a cut to pause the stream for my viewers or tell them I went offline.

Why could this be happening? It seems to be completely random- sometimes I will go a whole stream without seeing it, and sometimes it'll happen so often that it's unwatchable and I'm forced to stop. Resetting my modem does nothing. Monitoring my internet traffic gives totally normal results. No one in my house is using another device to stream content, but even then we have 1,000Mb down and 50Mb up (-500 down/40 up in practice), there's more than enough wiggle room. What in the world is going on here?

edit: In case it matters, the log file attached has me streaming at 8Mb/s but it also occurred with the standard 6Mb/s. The bitrate also randomly spikes into the tens of thousands momentarily before settling. I am using StreamFX to encode with NVENC + FFMPEG, but this issue also occurred before swapping to it with the default NVENC (new) using the same settings.
