Due to my internet provider (and the only one available in my area) I am not able to get an upload speed higher than a 3mbps. While trying to stream overnight I dont seem to have that many issues. My stream on OBS has about an 8-9% dropped frame rate. As it became 7:30am - 8am I started getting into the 85% dropped frame rate. I had to stop because it was unwatchable. Soo.. I went to OBS settings in output and changed my settings from 1500 bitrate to 1100 bitrate and it just got worse.
I was watching my stats as I tried to run another stream with the new settings.. The first stream at 1500 bitrate was dropping down to 1150 bitrate it stated on the stats box (this was the lowest number it would go).. once I stopped and went into my settings and changed the bitrate to 1100 thinking I would be under it I started to stream again. This time the bitrate on the stats box went down past 700.
Ive done my speed test which displays - 11ms ping, 95.5 dounload, 3 jitter, and 2.9 upload

I am not sure what other information you would need to help me but please feel free to ask. I have spent countless hours trying to get the higher upload speed from my service provider and that's not going to be possible.
I am running at 30FPS
last stream I tried had 97.3% dropped frames. please help
