Question / Help bitrate (bandwidth)increases while streaming ?

Hello everyone

I have a problem when streaming with obs studio . It doesn't matter if i chose cpu or gpu encoder i have the same issue or bug . Because my internet upload is only 3 mbs when i stream i use maximum 2000 bitrate and that should be equal to 2mbs if am not mistaken . Now when i put 2000 with VBR it keeps maximum 2000 bitrate for stream and my stream and connection works fine ( little bit blurry in fast motion but what can i do ) . The problem is when i put constant bitrate (CBR) then for some reason bitrate itself is going above 2000 up to 3000+ and then nothing works because my upload is only 3 mbs . When i use 1800 bitrate VBR it is working ok , holding low bitrate when idle or slow motions and stuff and going up to 1800 , but if i put CBR it also go way above that 1800 .......... Can someone tell if that is normal or is it some kind of bug or issue ?

my pc spec :
cpu : intel i5 2500K
gpu : MSI HD 7850 1GB OC
RAM : 12 GB 1600 HY
SSD : Samsung 840 EVO 120 GB
MB : Gigabyte GA-z68p-ds3

Mediafoundation VCE does NOT support cbr. That is why you're getting this behavior.

But as i said same think happens when using cpu x264 ?

Provide a log from the x264 attempt.
Also, do NOT use custom buffer sizes while streaming AT ALL.

Ok when try with x264 again i will give log . Am not using custom buffer size . Thanks Harold
