Question / Help Bitrate and CPU

Hello!

I want to record games at 720p but sometimes they(and my face cam) always appear pixelated(FPS etc.)

So I've got two questions:

1.I've read somewhere in the internet that says increasing bitrate in OBS reduces CPU usage.Is it true?

2.What is the bitrate recommended for 720p30 recording/streaming?

Specs:

Processor:
1.6 GHz Intel Core i5

Graphic card:
Intel HD Graphics 3000

1.No,more bitrate,more CPU

2.2500-3000(to be exact,2500)

More resolution is more cpu, not more bitrate.

2000kbit is actually recommended if you're using twitch.
