Question / Help Bit-rate Fluctuating

quick question, would a unstable upload internet speed cause bitrate fluctuation which in turn cause pixelation during streaming? I'm using a 2 pc set up and my stream pc is set to 2200 bit rate with a 2200 buffeer (doesn't help the fluctuation) and the CPU preset is medium with lanzcos. 720p 30 fps
