Question / Help Bit rate fluctuating like crazy.

So when i stream OBS is dropping about 40% of my frames as my bit rate changes from 2000kb/s to 100kb/s seemingly at random.

My pc is running a GTX970 and a Xeon V5 at 3.8ghz
