Streamlabs is a fork of OBS and has its own support forum. I can only assist with OBS.

4500kbps is not nearly enough to stream high motion games at 720p@60 FPS with the quality you're looking for.

There are a few things you can do:

1) Don't use custom buffer size.
2) Set CPU profile to main or high.
2) Stream at 720p@30FPS@3500kbps if unpartnered with twitch, 720p@60FPS@6000kbps if partnered. Even at these settings, PUBG will still have some image quality issues, specially in grassy areas.

Optional:
1) Either use a slower x264 CPU preset or NVENC, since it is pretty close to the quality of x264 "very fast", if you need to free up CPU resources for other programs.
2) What might help with the crosshair issue is adding the command "direct=none", though it requires testing. "deblock=1:2" can help with blocking but, in your case, the problem is not enough bitrate.
3) Setting primary monitor to 120Hz and secondary to 60Hz helps prevent a few issues like stuttering or faster monitor suddenly dropping to 60Hz.

oh okay realy 120hz helps ? wow okay ...what is direct=none? ..i think 30 fps its for a shooter not cool :( ... i can set bitrate to 6000..but i think the most watcher cant watch this ?

120Hz won't make a difference for your particular issue. Among my small group of fellow streamers, I noticed and tested my self that either Windows 10 or GPU drivers aren't really great at handling mismatching timings and refresh rates, across different monitors.

As long as all refresh rates, OBS video settings FPS and so on are all multiples of each other, you avoid potential issues such as stuttering, wonky mouse movement, skipped frames, etc...

In your case, 120Hz and 60Hz monitor refresh rates is the best case scenario, if you want to keep the benefits of a higher refresh rate with minimal performance hit. It's merely a preventive measure.

I recommend reading the following guide concerning your second question:

https://obsproject.com/forum/resources/a-couple-of-recommended-advanced-x264-settings.679/

Lastly, 720p@30FPS is perfectly fine for a shooter, since a viewer doesn't have to deal with input lag and so on but, if you really want 60FPS as a non-partner, you either deal with reduced image quality in higher motion areas @4500kbps or higher quality @6000kbps but some viewers might face buffering issues.
