That really isn't an answerable question, as any reasonable answer requires more info/context
real-time video encoding is demanding, and AMD GPUs aren't known for stability/performance with H.264 encode offload. So, if you are using CPU based video encoding, then you need spare CPU cycles to do that. So... it depends on what else is running when you are attempting to stream that will dictate which settings will work, before going into system overload
Task Manager is high-level, but a good place to start, for real-time hardware resource utilization monitoring
