My PC specs:
Graphics Card: Gigabyte GTX 1060 3gb
Processor: Intel(R) Core(TM) i5-7600 CPU 3.50GHz
Ram: Corsair Vengeance LPX 16GB (2x8GB) DDR4 2666Mhz
Motherboard: Asus H110M-R
Operating System: Windows 10 Home (64-bit)
Hard Drive: 1TB S-ATAIII 6.0Gb/s
PSU: 550W Corsair VS
Sound Card: Onboard 7.1 Audio

Now, can anyone here help me out? I know i don't have the best specs for live streaming, especially with an i5 that only has 4 core, but it would be nice to get some help so my streams can run nicely but still have decent quality.

The main games I'm planning stream are R6S, PUBG and CSGO.

I'd say that given your system, you'd be able to do 720@60. The GTX 1060 3GB is borderline good to do 1080@60. But its better if you would have bought the 6GB version.

So play the game in 1920x1080 base and output at 1280x720 Lanczos with 60 FPS.

Not knowing what your upload speed is, try 3500 bitrate and then gradually move it lower if you get problems. Observe that by bringing up the View | Stats window and monitor all the stats.
Encoding, try x264 but if you run into problems, switch to NVENC.
