I would suggest:
x264
1280x720 @ 60FPS
downscale filter: bilinear
Bitrate: 6000
Buffer size: 4250
keyframe interval: 2 (always 2 for twitch)
profile: high
tune: fastdecode//zerolatency
CPU preset: slow//slower

Test these settings out, and let me know how they feel!
I've got the same system as you, basically... so if you don't have problems streaming with these, then I shouldn't... but I am! I would like you to help test these settings for me :D

I did try your settings out. Wasn't helping me. It made my stream load every other second and unwatchable.

!! I found the problem for me
Using 1280x720 @ 80FPS video settings
x264 Medium cpu preset
profile set to HIGH
tune set to zerolatency
You might not be able to stream @6k bitrate so try 3500~4500 with a custom buffer size @6k

I learned that if you stream using a integer FPS instead of common values your AVG fps on stream with be a lot smoother, no one could tell me that, I learned this on my own lol

Try these settings now.

Let me clean up the settings for you

in OUTPUT:
Encoder: x264
Enforce streaming service encoder settings: CHECK
Rescale output 1280x720 CHECK
Rate control: CBR
Bitrate: 3500~4500
Buffer size: 6000
Keyframe interval: 0
CPU Preset: MEDIUM (do not use slow//slower otherwise in game fps will be terrible)
profile: HIGH
tune: zerolatency

VIDEO SETTINGS:
Base canvas: 1280x720 (do not stream in 1080P as it doesn't benefit anyone unless you have a capture card)
output res: 1280x720
downscale filter: bilinear
INTEGER FPS Value: 80~90

If you stream using a commond FPS value it will cap you at 60, and not give you a true 60 FPS, instead it gives you a 59.98 AVG fps and stream stutters, raising it to an integer value will increase performance stream wise and play it out butterysmooth (at least for me)
