Question / Help Best settings for my computer

Sorry to be probably the millionth person to ask this, but Ive been looking around and trying a bunch of different settings trying to find some that work, but have been unsuccessful. Im trying to get good quality video recordings at 1080p 60fps. I've been using plays.tv but dont like it very much. Can anyone recommend me what setting to use as I dont really know how to use obs. I want to use AMD VCE though.

My Specs:
i5 4690k @ 4.2GHz (can OC higher if needed)
r9 280x @ 1125MHz core
8GB 1866MHz Ram
Will be recording to a seagate 1tb HDD
