Best settings for 2000 bitrate

Hello! My internet is really bad, that's why I had to but my video bitrate to 2000, otherwise I've a lot of lost frames. I was wondering, what are the best settings for it, like resolution, fps etc. Because rn my streams look like they're 160p, the quality is very bad.

According to the Twitch broadcasting guidelines https://help.twitch.tv/s/article/broadcasting-guidelines?language=en_US a good setup for 3000 kbps is 1280x720 with 25 or 30 fps. If you want to go even lower to 2000, which is just 2/3 of that bitrate, an output resolution of 1024x576 with 25 or 30 fps results in also about 2/3 amount of pixels, so this is roughly the same compression ratio. Higher resolutions will probably appear very blurry.

If you're graphics card supports it, you can stream to YouTube with H.265 or better yet AV1 and get better quality per bit.

If you have a NVIDIA card and using NVENC, make sure you have look-ahead and psycho visual tuning enabled and multipass set to full screen. Be aware those all use additional GPU but better quality per bit.

You can add static borders to your scene; more bits for the dynamic content.
