Best recording and encoding settings for sports videos

First, hello everyone! I'm new here and I've looked around a bit and this seems to be the only place that I can post (yet).

I'm creating videos for my local media server, recorded from a website in full screen mode. They are mostly high action sports streaming at I assume 1080p @ between 30 - 60fps, and I'd like to prioritize smoothness and clarity at around 60 fps (understanding their impact on filesize and I'd love to know the streaming details in order to use the most optimized settings and not performing unneccessary or possibly adverse work). They will be around 3 hours in duration, and my goal is the best possible quality output with about a 3GB total file size.

Here's what I'm working with:
HP Omen 17", Intel(R) Core(TM) i7-9750H CPU @ 2.60GHz, 2592 Mhz, 6 Core(s), 12 Logical Processor(s), 32GB RAM, 500GB+ free nvme ssd, NVIDIA GeForce GTX 1660 Ti @ 1920 x 1080 x 144 hertz with dedicated 6GB GDDR6, Windows 10 64-bit, streaming from latest Windows Edge browser in full screen mode and OBS 30.2.3.

I read through a few guides on here for both NVidia and general recording settings, but there are so many options that affect quality and encoding size which I want to understand their importance and which ones to and not to use, how and why (so I can make educated adjustments as needed). I know everyone overuses the word "best" these days, but I want to use the absolute best and most optimized settings to achieve the best possible output (regardless of encoding time, etc.). I will start the recording process and not touch the laptop during the entire process (except to stop the recording).

I know that this won;t be a quick and easy journey, so please direct me to the appropriate resource guide on here if it exists and other source info on the web, and I'll be more than happy to work with someone to test various settings to create a new one!

The appropriate resource would be the content owners.
I'm not sure how that's helpful, why would the "content owners" be interested in or concerned with helping viewers record their content? I do have the appropriate rights to both view and record the source content for local use, if that's what you were inferring by your comment.

These settings produced visually excelent clarity at 31.5MB/mintue for a filesize of 4.57GB for a 2:25 hour sports game.

My questions are:
1. What's the difference between CBR/CQP/VBR rate control, which is better and why?
2. Aside from end device support and being able to hold multiple audio tracks, what's the difference between .mkv/.mp4/.ts container types, which is better and why?
3. Is there anything in my setting above that I should change? Especially to reduce my file size down to around 2-3GB total with the least impact on quality and clarity.

I usually watch these on a 75" OLED at a viewing distance of 13 feet.
