Question / Help Best OBS settings for Twitch stream

Memory: 12.0 GB 864 GB/ 919 GB free space
Video Card: AMD Radeon (TM) R9 360
Operation System: Microsoft Windows 10
Windows Resolution: 1920x1080

I think all this info is enough, not 100% sure. If more is required please just let me know.
My stream is up and running, dont really have any buffering constantly issues. Just the stream has like a slight twitchy twitch going to it. Also its quite blurry. On OBS the preview looks amazing, but on twitch live streaming, its very blurry,cant make out like small numbers and words. Ive tried changing the FPS, base resolution, bitrate (1500 - 3000) and not really getting much change at all. So im assuming its something other then those settings needing change that im not knowing. Posted the OBS log down below to see the info on it aswell. Thank you for taking your time to read this and lending a helpful hand.

1920x1080 is 16:9, not 16:10.

But for the settings if you are not partnered, use 720p@30fps and 2000-2500kbps bitrate

when im looking at (OBS Video Tab) "Output (Scaled) Resolution: The only option in there with 720p is 1280x720. I would choose this optioin then?
