Question / Help Best capture card for two pc/xbox setup`

I was looking into purchasing a capture card with a buget of around $200USD and was wondering which capture cards work best with OBS.
My intended setup is using a USB3.0 card to capture my pc, but I do have a second pc with pci-e and pci slots available is those cards are more stable. I am aiming to record in 1080p at 60fps (though 30 is fine if needs be) and stream at 720p at 60/30 depending on the content
Which is the best card/device and is there a list of cards that work well?

I've had no issues with OBS or capturing using the AverMeida Live HD Lite card, this captures up to 1080p 60fps via HDMI though can be converted.

I use an Elgato HD60 Pro with OBS Studio without an issue if that's any help.
