BenQ Monitor/Refresh Rate causing Jittery/Stuttery Recordings?

Been pulling my hair out for a few months trying to figure out why I am getting momentary jittery motion and microstutters in my PC gameplay recordings. When I am playing its smooth and I don't notice any issues, but can see on the preview window on the second screen and in my recordings that there is jitter/stutter quite frequently.

In my attempt to troubleshoot I have tried -

- Recording at 120fps/60fps/59.94fps/weird Integer FPS.
- Every refresh rate possible.
- Gsync on/Gsync off.
- Different forms of Vsync.
- Different FPS caps with RTSS.
- Fresh Drivers with DDU.
- Every possible NVCP setting.

Yesterday I decided to make my secondary display (a old 60hz Samsung office monitor connected with HDMI) my main display on windows and swapped my BenQ EX2510S to my secondary (DisplayPort) and ran the same tests...and the jitter and stutter was gone!

I then tested using HDMI connection on the BenQ to rule out a DisplayPort problem but the jitter was still there.

The only thing I can think of is the BenQ is not actually running at the stated refresh rates (at least all the time) and the refresh rate is off or drifts to where the 60fps recording starts to stutter from it being inconsistent.

No clue how I would fix this without just getting a new main display. Maybe software like CRU could mess with the monitor rates or something?

Any help would be appreciated.
