In other PC with OBS detect two ports without problems.

The problem is only this PC I dodn´t like reinstall windows 10 in this machine , I Attach files with ASIO configurations and OBS configurations.

Your first screenshot shows that your um-2 is configured into obs. OBS speaks to your um-2 as "wasapi"-source, which is a special windows architecture of drivers. So its no wonder that your um-2 input is no longer available as an source into the asio4all driver.

Because using one device already (as said above) blocks it usually for the use in another application. asio4all is just another app this way. There may be other apps using (blocking) the device too (for instance Cortana or alike)...

If you try the asio way, then set "Mic/Aux" in obs-audio to disabled, then it should become available to asio4all.
Then use the obs-asio plugin

After installing this plugin you can have (within scene configuration, not the global audio config!) to add a source named "asio input device". That you can target to your running asio4all instance.

(By the way: Your earphone plug seems wrong twisted into the 6,3mm-Adapter?)
