Beginning Streamer ...... Looking for settings recommendations

I am still pretty new to online streaming and I am using a used desktop for the time being to just see if this is something I can do on a regular basis
The specs of that machine are listed below. Can anyone tell me what the best settings would be for streaming using my current setup to multiple outlets at the same time. For instance youtube , twitch, and facebook. Can i do them at the same time or one at a time..... Also what is the best settings to avoid FPS issues
Any suggestions or thoughts would be greatly appreciated

I suggest you start with the broadcasting guidelines provided by the streaming service.
Here are some examples:

Unfortunately, your GT 1030 does not come with any NVENC capabilities so you may have to use software encoding (x264) or Intel Quick Sync Video encoder. I do not use intel CPUs so I cannot help you with setting it up.

streaming to 3 separate platforms simultaneously on WiFi on a 7 generation old CPU and GPU without NVENC... uh, unlikely
Plan to use restream.io or similar to multi platform (outlet) streaming
and whether that older system can handle it depends on specifically what you plan to be doing. I recommend being familiar with Task Manager/Resource Monitor, start really simple with OBS, expect to learn to optimize setting to reduce hardware requirements, and then slowly add on until stream unreliable.
