So I'm trying testing my stream to youtube gaming at 1080p 60fps and I thought I finally found the perfect settings until I look back in the stream where I was racing in gta online. It seems as though the stream gets choppy on the high movement parts and when there is medium to low movement the quality is awesome. I have a good setup including an I7 6700k, 16 gb ram, and a gtx 1070.

HERE ARE THE PICS(sorry for weird pic I have two monitors:

Can you post a log from when you streamed on youtube? My guess, probably dropped frames on the fast movement. Especially since you're using NVENC. The bitrate shoots up at jarring, fast movement and it probably shot over your upload speed. The only way to fix that is to drop your bitrate so when it shoots up it's not so high.

Ok thank you so much for the advice. I will do a private stream on YouTube and upload the log file in 5 mins. Also the person above said not to use the "enforce streamer server encoder settings" thing. What do you think?
