Basic question: Resized Output

As you can see, Settings -> Video -> the "Base (Canvas) Resolution" is 2560x1440 and the "Output (Scaled) Resolution" is 1280x720:

The Settings -> Output -> Streaming Tab Output will be 1280x720, despite the "greyed out" value of [2560x1440] here:

and the Settings -> Output -> Recording Tab Output will be 1280x720, despite the "greyed out" value of [2560x1440] here:

Correct?
