Looking at the quality: Anything below 80 means you'll have dropped frames. Anything below 70 means you'll have issues getting a solid connection. Anything below 60 means don't bother.

You're below 30.

Nothing is wrong with OBS, its entirely your internet connection. Nobody here can fix that.

Are you on a wired connection?

Im wired yes, and when my isp came today they tested all of the lines, did traceroutes to twitch and other places and there was no packetloss
so theres nothing on my end to fix this?

Code:
21:07:59.422: Output 'simple_stream': Number of dropped frames due to insufficient bandwidth/connection stalls: 4988 (13.7%)

Based on the results of that network analysis tool, that's what your issue is. There's nothing in OBS that can fix it, as OBS does not appear to be the issue. You might try lowering your bandwidth to the service, but that likely won't help.

Your results are all over the place as far as quality, ping, and speed and not even remotely normal. Have you checked your pc for viruses that might be utilizing the network? The ISP's network tools will not accurately simulate a twitch stream. What isp/connection speed do you have?

You actually went out of your way to get the driver-only package originally, instead of the typical "full" software package they provide? Usually it's the additional software that breaks things, not the drivers themselves.

yeah because i read somewhere that the driver only package would fix the connection problems, but then it didnt fix it
