Question / Help Bad Video Output

In you tube my streaming start [good green color ] but after few minutes I received a red and with this message
Bad Video output low You Tube is not receiving enough video to maintain smooth streaming. As such, viewers will experience buffering. I checked my speed streaming and I have download 29.1 mgbs / Upload : 9.8 mgbs. Please someone advise what kind of adjust I have to do in setting like Streaming / Video output.
