Question / Help Bad Quality Whilst Streaming

So I recently got a new computer and reinstalled OBS but ran into some problems whilst trying to stream. I made sure to use good settings and 3500 bitrate (which I can run) but when I go to stream the quality looks fuzzy/blurry/pixelated. My specs are good (GTX 1070 and an i7 8700k) and I'm using a good bitrate but the quality looks terrible. (like 360p terrible) I've tried down-scaling, lowering settings, (even though I shouldn't have to) different web browsers, different streaming platforms, I even tried an older version of OBS but nothing seems to make the quality better. I also should mention that this is only a streaming issue because when I record everything looks perfectly fine at 1080p 60fps. I looked online to see if anybody else had this problem but most people either had low bit rate or bad specs to begin with. I'm honestly all out of ideas so if anybody has any suggestions I'm all ears. Thanks!

1) Update to the latest version of OBS;

2) Disable GameDVR/Game Mode and every other setting in your Windows 10 settings, under "Gaming" category;

3) For streaming at 1080p@60FPS, you need >6000kbps bitrate for high quality stream of high motion games. If you want or are limited to 3500kbps, I recommend 720@60FPS or 900p@30FPS at most, depending on whether you prefer smoothness or visual clarity in your stream. If you become an affiliate on Twitch, you can bump it to 6000kbps and 900@60FPS, which is what most high end streamers use these days. NVENC has roughly the same quality as x264@very fast so I'd only use x264 encoder if you want to use a slower CPU preset, up to "fast";

4) For recording, instead of CBR, I suggest using CQP with a value set at 16-20 (lower value = better quality but larger filesize);

5) Save your recording in .flv or .mkv container since any issue that causes your .mp4 recording to end abruptly, such as a OBS crash or running out of disk space, makes it unrecoverable. You can remux through OBS main window--->File--->Remux recordings AFTER you're done with your recording session.

I believe it was the windows game settings that were the problem. I turned them off and the quality is noticeably better. Thanks for the help!
