Question / Help Bad Quality Recording

So I've been having a problem recently with OBS, and that's that my quality is very choppy and the frames appear low. I've tried to follow guides on the best recording settings for the highest quality, but no matter what I try, the quality remains the same. Here is an example:

I'm not sure if it's because of my PC or the game or the settings, but if it is the settings here they are:

The GPU is maxxed out. If you can find a way to run the game and OBS while the GPU stays under 95% load, the stream should stop stuttering, but with that GT 730 graphics card, I don't think you can make it work.

it's also possible that the graphics card isn't running with full pci-express speed. Could you post a screenshot of the first tab of gpu-z?

How do I do that?

Download, install and run gpu-z: https://www.techpowerup.com/download/gpu-z/
With a screenshot of the first tab of this tool, we can see if the gpu is running with the maximum pci-express bus speed. If not, it may be badly seated or be placed in the wrong slot on the motherboard. On most mainboards, it has to be placed in the slot nearest to the CPU.

Yes.
Your GPU is ok, it runs on its maximum possible speed. This leads to what @BK-Morpheus wrote above.

Compared to the power of your CPU, you have a vastly underpowered graphics card. It looks as if this PC was built as some kind of office PC in mind, not for heavy 3d gaming.
