Bad Performance in gaming

My cpu and gpu arent the best there are but i would like help with some settings that can record obs with 720 60fps (if possible with my pc specs) since every game i try to record on, my fps drops to 30 or lower i'd
really appreciate the help. I've included a log with my specs in them (the settings are me trying some youtube vids on how to record without getting huge fps drops but they weren't a success)
My specs (incase some were missing)
Cpu: Intel (R) Core(TM) i5-3120m @2.50Ghz 2.50Ghz
Ram: 8Gb 64 bit 64 based processor
GPU: Intel(R) HD Graphics 4000

I mean this in the nicest possible way but you have a potato computer. I had a laptop with the 3230m, and it could only stream using the quicksync encoder, and you definitely couldn't game while you did it. you could try lowering to 30fps or lowering the encoding preset. But on that laptop you have almost no overhead
