I have a strange issue when recording Beatsaber Videos via OBS on Nvidia cards HVENCs codecs (doesnt matter which one).

While GPU and Encoder util is low (even when double recording via Shadow Play and OBS at the same time), I get dropped frames/bad framerate overall.
Doesnt matter which GPU I use, in this demo its a 4090 with AV1, so the best you can get currently.
Strangly I do not have this problem with AMD cards AVC codec. That runs perfectly.
Also screencap via Shadow Play alone works without issues (but not an option since I use OBS websocket)
Also worth mentioning that of course I followed all instructions / guides on how to optimize my recordings settings. But it seems to have nothing to do with the quality level of the recording, I get the same behavior even with bitrates of 500 or lower. So my feeling is that there is some general hardware interfacing issue here.
Does anyone have any ideas or suggestions on how I can improve the framerate while recording?
