Bad Frame drops and stutters

I have been having very bad frame drops and lag in obs while recording gameplay. Have tried a multitude of settings and have been stumped on what to do as my system is pretty decent and I don't think I should be having as many issues as I am having. Any help would be much appreciated.

System specs:
Ryzen 7 5800x
Radeon rx 6700xt
32 gb ddr4 3600mhz cl18
1tb nvme SSD

You can try each of the following changes:
1. Instead of downscaling 2560 to 1704 and 1920 - change base resolution to 1920 & no downscale filter
2. Test 30fps
3. Change downscale filter to bilinear or bicubic
4. YUV 709/Full
